The primary target users for the LBNL PM Framework for DOE Order 413.3B are LBNL project directors, project managers, control account managers, project controls staff, and others needing to understand DOE Order 413.3B requirements for projects with budgets at $20M and above and how the process is implemented at LBNL. Requirements for each Critical Decision (CD) phase are given, DOE templates and guidance documents are linked, and examples of documentation from LBNL projects are provided. The intent of this site is to identify the artifacts required for each of the CD and provide guidance, a template and an example for those artifacts.
The objective of DOE Order 413.3B is to deliver every project at the original performance baseline, on schedule, within budget, and fully capable of meeting mission performance, safeguards and security, quality assurance, sustainability, and environmental, safety and health requirements, unless impacted by a directed change.
